I sat for a board meeting in City Council's Chambers.  They went through the formal:  All in favor? aye, aye.  Anyone oppossed?  (no answer); and then the Chairman said "any exstansions"???  Has anyone ever heard of this word?

I believe the word you are looking for is "abstentions," meaning council members who refused to participate in the vote.

The proper word is "abstention."
