Help! Punctuation question.

Can someone please tell me how to correctly punctuate the following sentence:

"When you left in 2006 was that program still being operated?"

A comma after "2006" is all I can see that it needs.

for clarification:

the real question is:   Was that program still being operated?"

the first part tells "when" and is a clause out of order and requires a comma to set it off.

the correctly ordered question would be:

"Was that program still being operated when you left in 2006?" 

--and no comma would be required.
