Is it possible to add a court reporting program to a local college?

My state has no court reporting schools or programs.  I am really interested in starting a court reporting program at a local college or technical school.  Has anyone done this?  Any advice?  Where/how do I start?  Is this even possible?

I live in Nevada and about a year ago, the only college that had a court reporting program out of the entire state is now obsolete. I had to revert to an online school.
