Are other courts not paying invoices?

I am an official in CA and was informed yesterday that my court would not being transcript invoices until a state budget is passed.  I am wondering if this has happened to any other CA officials?  And if it has, are we able to charge late penalites on invoices that aren't paid timely?

Yup, happens every year!  At least for most of the big invoices.  I don't dare ask for late fees.  I'm pretty sure the state will say no.  I will join you in hoping we get a budget soon. :)
